The European Union will be introducing a new self-assessment form for those applying for AEO status. This is in response to the fact that different Member States were taking the EU's model self-assessment form and changing the format and the content. The new form will be published by HMRC in July.
Mutual recognition with Japan
A mutual recognition agreement has been made between the EC and Japan and significant progress is being made on mutual recognition agreements with the USA and China. The agreement with Japan is the first recognition agreement entered into by the EU outside of Europe. The benefits for businesses include:
• Taking AEOF and AEOS status into account in customs risk assessment to reduce inspections or controls • Establishing a joint business continuity scheme to respond to disruptions in trade flows due to increases in security alerts, border closures and/or natural disasters.
It is envisaged that there will be a system for data exchange of AEO's between the customs authorities of the EC Member States and Japan although the date for implementation is yet to be agreed. HMRC will be contacting all UK AEO holders (AEOF or AEOS) for their agreement to release the required data to the Japanese authorities.
