April 2010 saw developments in two main areas:

Airport Security Scanners

Commission Regulation 310/2010 focuses on the classification of certain airport security scanners. The product in question is an apparatus having the appearance of a walk-through portal used at airport security points (so- called ‘mass spectrometer'). It is designed for the detection of illicit substances, such as explosives and narcotics, by using Ion Trap Mobility Spectrometer (ITMS) technology. The scanners are now to be classified under Commodity (CN) Code 9027.80.17("Other electronic apparatus") which attracts a typical duty rate of 0%.

 

Wooden Panels

Regulation 309/2010 clarified the correct classification of certain wooden panels. The particular product in question is a three-layered fir-wood panel with overall dimensions of 1 000 × 500 × 27 mm. The outer layers are 8.5 mm thick and consist of timber pieces glued edge-to-edge running parallel to one another. The core layer, perpendicularly placed to the vein of the outer layers, is 10 mm thick and consists of timber pieces (blocks/laths) glued edge-to-edge running parallel to one another. The outer layers and the edges are coated with resin. The correct CN Code for this product is 4412.94.90 ("Other products of wood") which attracts a typical duty rate of 6%.
