Review of Duty Relief Schemes

The Union Customs Code (UCC) will merge and change the conditions of current customs duty relief schemes and terminate the availability of Inward Processing Relief Drawback option.

HMRC will have to go through the process of porting over 9,000 customs authorisations over to the new authorisations and ensuring businesses understand and meet the new requirements. It is also possible that businesses will need to provide guarantees for any potential duties on goods under these regimes unless they obtain and maintain AEO status.

Given the enormity of this task and the limited resources of HMRC, we are recommending clients take a proactive approach of reviewing their need for establishing or maintaining duty relief schemes in light of the proposed new arrangements.
