Senior Accounting Officer (SAO) - Customs Perspective

The Finance Act 2009 introduced the notion of “Senior Accounting Officer” (SAO), making a nominated person (usually the FD) liable if they failed to establish and maintain adequate tax compliance systems.

Customs duty is one of specific taxes covered by the regime.

Although the SAO is not required to know intimately the workings of Customs Law, his signature on the HMRC sign-off means that so it is highly advisable he familiarises himself with EC Customs Law, the company’s customs obligations and creates clear and effective procedures and controls to ensure effective compliance.
